From June 2025, business household in some fields such as retail, food and beverage, hotel, transportation... will must use electronic invoices generated from cash register as required by the Government. This is one of the key contents in Resolution 124/NQ-CP has just been issued, aiming to strengthen tax management, expand the revenue base and promote digital transformation in the public finance sector. In the second quarter of 2025, complete the implementation of electronic invoices generated from cash registers.
Accordingly, in the priority task of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, improving efficiency, competitiveness, autonomy, adaptability and resilience of the economy, the Government requests the Ministry of Finance to preside over and coordinate with agencies and localities to implement:
(1) Strengthen financial and state budget discipline and order; expand the collection base, strictly manage revenue sources, especially revenue from e-commerce and food services, complete the implementation of electronic invoices generated from cash registers in the second quarter of 2025; strive to increase state budget revenue in 2025 by over 151,000 tons.
(2) Submit to the Prime Minister the organization of a Conference in June 2025 on attracting and promoting investment in programs and projects to promote socio-economic development, achieving the growth target of 8% or more in 2025 and double digits in the following years.
Thus, the Ministry of Finance shall preside over and coordinate with agencies and localities to expand the collection base, strictly manage revenue sources, especially revenue from e-commerce and food services, and complete the implementation of electronic invoices generated from cash registers in the second quarter of 2025.
Electronic invoices generated from cash registers with electronic data transfer connections to tax authorities (hereinafter referred to as electronic invoices generated from cash registers) are invoices with tax authority codes or electronic data so that buyers can retrieve and declare information on electronic invoices generated from cash registers by organizations and individuals selling goods and providing services from the cash register system. Data is transferred to tax authorities in the format specified in Article 12. Decree 123/2020/ND-CP.
Accordingly, a cash register is a cash register system that includes a synchronized electronic device or a system of many electronic devices combined together by information technology solutions with common functions such as: cash register, storage of sales transactions, sales data.

In case business households must use electronic invoices generated from cash registers from June 1, 2025
According to Clause 1, Article 11 Decree 123/2020/ND-CP (amended and supplemented at Decree 70/2025/ND-CP) stipulates electronic invoices generated from business households' cash registers as follows:
For business households with direct sales and service provision activities to consumers (including: shopping malls; supermarkets; retail (except for cars, motorbikes, motorcycles and other motor vehicles); food and beverage; restaurants; hotels; passenger transport services, direct support services for road transport, art services, entertainment, film screening activities, other personal services according to regulations on the Vietnamese Economic Sector System) that meet 1 of the 3 criteria below can register to use electronic invoices generated from cash registers:
(1) Business households paying tax under the lump-sum method have annual revenue of over 1 billion;
(2) Business households using cash registers;
(3) Business households with revenue and labor scale meeting the highest level of criteria for micro-enterprises according to legal regulations on supporting small and medium-sized enterprises must implement accounting and tax payment regimes according to the declaration method.
